It is not included in ansible-core
.
To check whether it is installed, run ansible-galaxy collection list

To install it, use: ansible-galaxy collection install community.general

Synopsis
Return information about installed pip packages
Requirements
The below requirements are needed on the host that executes this module.
pip >= 20.3b1 (necessary for the
--format
option)The requested pip executables must be installed on the target.
